Wipmania devient optionnel et est remplace par defaut par ipGeoCityLite qui permet une geolocalisation plus precise. Ajoute de {{tpl:commentIpGeoCity}}

The plugin does not have no admin page. It must be enable over the about:Config page.
- {{tpl:commentIpGeo}} displays the 2-char country code of the geolocalized IP address of the author of the comment
- {{tpl:commentIpGeoFlag}} displays the a small flag image of the country of the geolocalized IP address of the author of the comment
- {{tpl:commentIpGeoCity}} displays the city name
